Having him look at the photo of her is fine and having us able to guess by physical traits that Anna has would be more realistic. Because in real life villains usually do not talk to themselves to give exposition to the audience or readers. Unless of course, this is supposed to be hinting to me and the readers that the Secretary is mentally unstable and in the habit of whispering (why would you whisper? If you are aware of someone else overhearing and do not want them to overhear you talking to yourself, you usually keep the thought internal.
